Some youth centers have the staff from social workers. Regulations for the operation of youth centers is usually set by the municipality in which it is located. In the US, in 1969, then President Richard Nixon called for a War on Drugs as part of the broader War on Crime. This initiative helped establish a new unprecedented federal bureaucracy at the Drug Enforcement Administration. Today, there is a large network of youth centers in Brazil supported by the government and private companies. But still, there are several challenges that exist in the country. Some of the problems faced are due to a lack of funding in some states and a lack of way to get something done in other states. In these areas, there are only a few cases in which a local institution has established projects that provide services and incentives to adolescents that might otherwise be involved in adolescent drug abuse. When starting in 1979, after Bangladesh fought a war for independence to the Pakistani state, the war left the country unable to provide any services to the increased demand. As the system broke down, there was a large-scale anarchy in the streets of the largest cities. The administrations of these cities were destroyed as the war continued and when the army started to move in to start restoring order to cities under their control, many gangs started to form. During the later parts of the war, many of the gangs operated under the army control, forming groups that were tasked with keeping peace in the areas they were assigned to. In fact, the tactic worked in these areas, but it didn't in any others that the gang had no control over. These gangs banded together insisting that there should be war between all of the gangs and that complete annihilations of each gangs in the area was required for any gang to remain. The city's militias and the willingness of a large number of damaged people who came together, enacted a gang war to determine the fate of the criminal gangs in an area they all occupied.
